[Mesorah] Request for sources

Minchat Shai on Jer 8:19, "Hadonai ein betzion" quotes Radak in Michlol:
האל"ף נחה וכן במסורת כל לשון אדנות עם מש"ה מפיק בר מן חד הה' אין בציון
So here we have half of the rule with מפיק rather than מוציא.

I looked at this pasuk in the Keter - the Mesorah Gedolah does not mention
it.
