The Targum expert, Raphael Binyamin Posen z"l, discusses this issue at
length in his book "Ha'akivut Hatargumit B'targum Onkelos" (Hebrew
University Magnes Press, Jerusalem, 2004), pp. 165-180.
I don't have the time just now to read it through and summarize his
conclusions.  If you are unable to get hold of the book, let me know and I
will try to find time to do it.
