Another factor: "chazal" in the sense of the original composers of
the siddur, runs from Ezra to R' Amram Gaon -- a millenium and a half.
Rabbanim living during Bayis Sheini, in post-churban EY, in Bavel under
Zoroastrians and under Moslems. Odds are they didn't all agree on these
issues themselves.
