Thanks, RSM.  RDB the Younger, can I FWD your private response either to just RSM or to Mesorah?  Thanks, and thanks for your respective responses as well as for the private responses from two other distinguished listmembers, both of whom noted the two Seifer T'hilim instances (3:8 and 7:7) where there's a p'siq after "quMAH H'." 

From RDB's and RSM's responses, I infer that we should place a p'siq between "gimel b'ta'am mil'ra umalei" and  "up'siq" :) -- I wish the note would have said "leisa mil'ra umalei up'siq," since it apparently was actually trying to say (1) that instances "mil'ra umalei" are found (a) once in the pasuq I noted; (b) once in the pasuq RDB and RSM noted; and (c) "once" in every Seifer T'hilim instance save one (35:2); and (2) that the noted (1)(a) instance has a p'siq after the word (and pace ba'alei q'riyah: this is actually a munach l'garmei).

Where does the Masoretic note appear like that? In Ginsburg's edition
of the Massorah (from http://www.seforimonline.org) the note on Vol. 4
p. 312 is "beit beta`am milra`", and the corresponding Massorah
Gedolah note 119 on p. 113 gives the other one as 2 Chron 6 41 (which
has no pesik) and also adds "vechol tehillot dechavteh [?] b[ar] m[in]
 had: vekuma be`ezrati Ps 35 2
