Aren't some marriages, for instance, more peaceful and others more  stormy?  
Is sholom bayis an either/or proposition?
 
How about Israel and Egypt since the Israelis gave back Sinai -- no real  
peace but there hasn't been a shooting war, either, and isn't that better?
