 and why if he is absent does he need to appoint her as a shaliach?  <<

The explanation I heard was that this was a conscious demonstration against "Tiba'el la-hegmon Tehilla" which attempted to separate between a husband a wife.  Hence, davka here the custom wants to emphasize Ishto keGufo.  This would, however, not exempt the daughters.
