Interesting question.I think the trop on the word LeOlam is not Ravia, but Ravia Gadol.The "Etnach" or actually the trop which comes instead of the Etnach, is on the word "VaDor"/

I'm guessing that this revia is analogous to having  a Zakeif Koton in a passuk in the 21 that has a Zakeif Koton without an Esnachta.
