It's definitely mil'eil, just like venichshalti, or vechotosi le'ovi, 
etc.  Milra wouldn't change the tense at all, it would just sound off.

As for the tense, it's the same as וחטאתי לאבי כל הימים .  Chotosi is in 
the past, the vov turns it into the future.
