this Aramaic stem in various forms is used consistently by Unqulos for the meaning of "initiate into."

As it happens the same verb "rabbi" comes up in the Targum to this week's parasha, translating "yimshah" in 16:32

Not just when "something happens." In most languages there are verbs of state, such as "it smells bad." But Zev is absolutely correct, that in this pasuq "rabbi" is a verb. 'Tis true, in English King James translates it as "Then the king made Daniel a great man" (and following him most English translations).  But in Aramaic, as in Hebrew, "made a great man" is one word.  In Esther 3:1, the Hebrew equivalent is translated "After these things did king Ahasuerus promote Haman," although it could easily be translated "he made him a great man."

In any language, a sentence in which something happens requires a verb.
In this sentence "rabi" is clearly that verb.
