In general, people not so familiar with the issue must know that the trop takes the entire passage and breaks it down.  There are rules, or normal tendencies, about what to do with the "small words" like ki, and these rules often to do not match what a beginner or someone looking at it logically might expect.  For instance, "ki im" is a phrase in Biblical Hebrew meaning "except," but the trop always divides it; e.g see next week's parsha the trop on 21:14 ???? ???-????????? ????????? ?????? ???????.

It is methodologically unsound to assume that you can take one phrase and the trop should be identical in every occurrence without examing what other words appear in the phrase.

You will excuse me for trying to give a simplistic answer.  But for me it is clear that the reason is that it is in a clause beginning with ki.  Cf. the identical trop in 21:23, ?? ??? ?? ?????

Shadal mentions this unusual teamim (accentuation) in his peirush to Vayikra 19:25. He refers to his explanation on Shemot 20:2 anochi hashem elokeha,  where he gives a lengthy explanation of the division of those three words.
Mechel Perlman z"l,  mori verabi in the field of teamim and messora is also perturbed by the teamim on ki ani hasem elokeichem,  Vayikra 20:7.  In his work Sefer Vayikra Mefusak there is an 82 page intruduction where he discusses various difficult teamim in Vayikra.  On page eyin vav ff,  Perlman quotes a private communication from Rav Mordechai Breuer,  who probably should be understood as Perlman"s Rav uMoreh in this field.
