This is correct, although I would have preferred the wording “different Ba’alei Masorah differ on some details, but where the best codices agree, the matter must be considered settled.”
This is the kind of ½¢ that I normally would only add to a comment by RDB.  I hope you will forgive me for adding it in this case.
