I'm not sure Goy is being deemed "inappropriate". The problem AIUI is its inherent ambiguity, and that "safah V'rurah" trumps in this instance. 

Do we have any precedent in Halachic literature foe emending an ambiguous B'rachah?

And if so, who gets to make that Tiqqun?

From what I can see, that Ibn Ezra compares the words Nochri, Zar, and Ivri, and never even mentions the word "Goy", and he never mentions the siddur or the bracha either. The most one can say is that Ibn Ezra would have found Nochri to be appropriate, but not that he would have found Goy to be inappropriate.

If so, then it seems to me that this author took the Ibn Ezra out of context, making it sound like Ibn Ezra would support using the word Nochri in the bracha, when he actually said no such thing, at least not in my edition of his perush on Shmos 21:8.
