R. Rich Wolpoe quoted R Seligmann Baer's entry re: Shelo Assani Nochri, from Seder Avodas Yisroel pp. 40-41 --

The most one can say is that Ibn Ezra would have found Nochri to be appropriate, but not that he would have found Goy to be inappropriate.

If so, then it seems to me that this author took the Ibn Ezra out of context, making it sound like Ibn Ezra would support using the word Nochri in the bracha, when he actually said no such thing, at least not in my edition of his perush on Shmos 21:8.
