The text on CAL (http://cal1.cn.huc.edu/, the most easily accessible
source of accurate targum texts) for Targum Yerushalmi has it in
infinitive, as in Onkelos (in the CAL text and in Rashi, as opposed to the
printed versions in our chumashim).
Also, as far as I know, stam Targum is always Onkelos (in all Bavli-based
rabbinic works, and not just in Rashi), but I would be very interested if
someone could prove this wrong.

As a methodological point, the targumim often rewrite pesukim
idiomatically.  The way a targum phrases a particular pasuk does not
necessarily indicate how they understood the grammatical structure,
especially in a case such as this where the grammar is unambiguous. 
Therefore, just because our printed Onkelos has "v'tisvin", it does not
mean that he actually understood the grammatical form as meaning "you will
take".
