I see this sentence as a tautology. If I found an error in a statement,
I disagree with it. So, I fail to get what you're driving it.

It depends what aspects of halakhah the particular poseiq values more
than others.

But this is far afield. Either one remains a 21st cent misnaged, despite
the history since R' Chaim Volozhiner onward, or one accepts that there
is room in halakhah for such innovations.

Minhag can be shifted to fit sevara or aggadic concepts, given the
motivation is strong enough to outweigh the momentum of the minhag. And
different schools of pesaq will have different weighing schemes.

WRT tefillah, the line between "aggadic concepts" and halachic ones is
even blurier, since kavanah is part of the mitzvah, and therefore having
words that better fit your derekh's teachings has more weight than in
the general case of minhag vs aggadah (including minhag vs Zohar, vs
Lurianic Qabbalah, vs Chassidus, or whatever).
