From what I read in the Mesorah list, I would expect that R' 
Hoffmeister would have changed them back.

R Hofmeister indeed Changed gashem back to geshem

He also yanked the komatz under tol to make Tal.

I don't know anyone who has a patach under sha-atah. Afaik it's qomatz or segol

about sha-ata she-ata. It was not about geshem gashem.

BTW, geshem was changed to gashem by Vaye'tar Ytizhak, i.e., 
by R Yitz Satanov in 1784.  The change from gefen to gafen 
first appeared in R' Shabbetai Sofer's siddur in 1615.
