Sh'vach is indeed the construct/s'michus form of Shevach
EG sh'vach n'urim

I don't think the GRA himself got this wrong. I suspect he was simply misunderstood.

If I were 100% convinced of what the GRA himself said, I'd feel differently

When RCV endorses the Maaseh Harav and yet objects to this as one of two cases, I need more evidence.
