[Mesorah] Uvtuvo Mechdesh - Hamechdesh Betuvo

I'm not sure if this is appropriate for the list and if not, please ignore.

Someone pointed out to me that in the beginning of the Beracha of Yotzer 
we say Uvtuvo mechadesh ... maaseh bereishis, while at the end we say 
Hemechadesh betuvo ... The adverb can come before the action or after 
the action and in this beracha we find both.

Are there rules for how phrases like this should be written?
