[Mesorah] morid ha-geshem

The sefer Shaar Hakollel explains that since Morid Hatal is a halachically
optional phrase, even according to those who say it, it stands alone.  Morid
Hageshem is halachically mandatory part of the sentence, so it doesn't end
with the word geshem but continues with mechalkeil.
