[Mesorah] Meaning of m'tim

The baal Torah Temima says this (IIRC, in Tosefes Brocho). And I have seen
it elsewhere as well.

There is an expression in Hebrew whish says, essentially, if (the vowel) is
lying down (tzere) then they are dead (meitim).  If it is standing (sheva)
then they are alive (m'tim).

Or something like that.
