Actually R' Yaakov Kamenecki held that it was called a tallis qatan
because it was only kosher because the minimum shiur for a tallis
is one that covers a qatan. Thus, it's not a "small tallis" but a
"youth's tallis". Which explains the gender.

The gemara, rishonim, and Sepharadi acharonim do use tallisos or
talliyos for the plural.>

     I believe this topic has been discussed before. How does RYK account for the use of "tallis gadol," which appears together with, and in contrast to, "tallis katan" in the M'chaber (OC 8:13)?
