Most of brikhas haavodah ("Retzei") wasn't written for the Amidah. The mishnah
(Tamid 5:1) includes it as part of the tefillos of the kohanim every morning.
(I don't know how that would include "vehasheiv es ha'avodah...", unless devir
beisekha refers to something lacking in bayis sheini.

Perhaps because they are serving as shelichim for the whole amcha beis Yisrael
when doing the Avodah, their tefillos for the acceptability of that Avodah
were similarly worded.
