When I asked my Rov, R' Dovid A. Morgenstern shlita, he told me that in
Jerusalem, (or at least in our Northern neighborhood, Ramat Shlomo) since
nothing seems to fall, we do not have to go into safe rooms. (That evening
a missile landed half a mile away on the main road. But he didn't say that
he changed his mind. And that was the only item that fell in the vicinity,
that caused any damage.)
He clearly said that in Tel Aviv or Haifa, he would give a very different
psak.
(He also asked me, why was I asking him? since we were both walking to
Mincha, 3 minutes after the siren.)
Unrelated, or not.
I recently asked him about Yichud in an elevator in a high-rise building.
He said that for Yichud we did not take Ownés (i.e. rape) into
consideration. Therefore the shiur of Yichud is around 5 minutes; the time
it would take to seduce a lady you've never met, do the act, and then to
get dressed properly so nobody could tell.
Five minutes is also what we use for Yichud at weddings, he told me.
So even if the safe room is locked from the inside, and nobody could come
in, if you stay for less than 5 minutes you could circumvent the Yichud
issue.
