Shavuot begins on Thursday night (and thus second day yom tov is Shabbat,
as described in the article) whenever 1st day Pesah is a Thursday. This
last happened in 5769 (2009) and will happen again next year, 5780. In
spite of this long gap at the moment it's not particularly rare, in fact
it's commoner than any other day, occurring almost once in three years on
the average.
