[Avodah] Question from the Book of Yechezqeil

In Yechezqeil, 44:31, he writes that a Kohen shall 
not eat nevayla (or T’refah). Nobody can eat it so
why is there a prohibition for just the Kohen? I’m 
aware of what Kimchi and Rashi say, but it seems
to be a weak explanation. To say the Kohen needed
a special warning is stretching it.
