[Avodah] Laining difference between Israel and Chutz Laaretz.

Hi. This is my first post. Why don't we catch up chutz laaretz with Israel by doubling up "Achrei Mot and Kdoshim"? That would minimize the disparity? What was the thinking of Chazal? Thanks.
