Very interesting. It hadn't occurred to me to consider Lag Ba'Omer as starting in the morning for this consideration.
The odd cases that I'm familiar with are three non-Tachanun "holidays" all of which exist only for an *afternoon*, and therefore (followign the rule as expressed by RZS) also lose Tachanun for Shacharis of that day, but do NOT lose it for Mincha on the previous day. And those three days are Erev R"H, Erev Y"K, and Pesach Sheni.
