Rav Matisyahu Solomon explained this to mean not that the talking caused the gezeros per se, but that the only way that the gezeros could have been avoided was through prayer.  People who trivialized prayer by talking during davening showed that tefila meant nothing to them, so they were devoid of the one thing that could have saved them.
