True, but this whole topic is empty speculation, using terms and political ideologies that weren't in existence in Hirsch's time and trying to squeeze him into, or out of, them.  Hirsch thought Austritt was appropriate for his community.  Would he have thought that about the U.S. or Israel?  It's all empty speculation.
