Based on an entirely diverse set of sources, it is clear to me why that
many Gedolim avoided added a Yom Hashoah
And here is my understanding of the dynamic:
1- we have piled all of our hurbanos onto 9 av (EG crusades-Tatnu,
tach v'tat, and shoah)
That is why AIUI we are even STRICTER in many ways, NOW due the historical
accumulation of persecutions.
2- by isolating 9 av for tragedy, we have avoided having a calendar
filled with an endless series of tragic commemorations.
It's like sweeping the dirt from all corners of the room into a single
pile - but not throwing out that pile. The room gets cleaner while the
pile grows.
I suspect that Rav Schwab et. al. did not wish to see the year contain too
many mournful days because - the impact would have been too depressing.
So instead he wrote a shoah qina for 9 Av just as there is one for tatnu
despite the fact that it took place around Rosh Hodesh Sivan.
