The Bechirah that a Malach can have is only in that which is not nogei'a 
to his core mission. For purposes of his core mission he is, so to 
speak, constantly in Shomayim. Only a permanent Malach (for most of them 
are transient) who is, /kiyachol/, out of Shomayim experiences Bechirah.
