There are indeed two different derivations. In Zevahim 37b, the Gemara
first utilizes the concepts of mikra and masores, i.e. plene and
defective spellings, and subsequently mentions the opinion of R. Akiva,
"tot b'kasfi shtaim, phos b'afriki shtaim".
