[Avodah] Kaddish Yasom -- Misplaced Priority?

This Yom Tov I saw a Rav allow an Aveil (who arrived late) to say Kaddish
(IIRC, Shaleim) during Pesukei D'Zimrah (there had not been a Minyan present
when the Chazzan reached Mizmor Shir).
