Assuming:

To be asolute then: How does masechta Horyos work?  Are Hazal more
infallible than a Sanhedrin?

It appears fro mteh Torah and hazal that

   1. Nasi
   2. Sanhedrin
   3. Kohein Gadol

Are all quite fallaible, Even Aharon corrected Moshe Rabbeinu once.  And
Elazar Hakohein completed an error of Ommision by Moshe Rabbeinu.
