In my chumash (small blue mikraos gedolos), it has this corrected as
(uvorei es hakol) [uvorei ra].  (I can't remember if the correction is in
the text of Rashi or in the Sifsei Chachamim.)  The SC explains that
uvorei es hakol means/is a euphemism for borei ra.
