The same hakpada is common on a one-sefer Shabbat. One doesn't start the b'rakha of the haftarah before the sefer is covered. As the one-sefer Shabbat is the most common, I would guess that the hakpada between sefarim on a multi-sefer Shabbat is a development from the more common. k"t, David
