certain Rav Shislovits in 1886, and republished by Rabbi Y.A. Guttman in 1998.

Tikkun is based upon. The sefer itself is based upon a consensus of the
opinions of four leading Baalei Dikduk, including the Minchas Shai. In this
particular instance the consensus is that the word “Shatu” is <b><i>exceptionally</i></b>
is to be emphasized as Milerah, even though one would think it should be a Mil’el,
as are most past tense words.<u></u><u></u></span></p>

a few weeks ago (parshas Behaalosecha) that there was a machlokes about a word
whether the accent should be m'leil or m'lera. The Minchas Shai brings
down this machlokes on Bamidbar 11:8 on the word <span lang="HE" dir="RTL">שטו</span><span dir="LTR"></span><span dir="LTR"></span>. I did a little research and found a
Gur Aryeh on Rashi to Breishis 34:29 s.v. “</span><span lang="HE" dir="RTL" style="font-family:"Tahoma","sans-serif";color:black">שָׁבוּ</span><span dir="LTR"></span><span style="color:black"><span dir="LTR"></span>" that says
a two letter root in past tense always has "ta'am m'leil."
Although the Minchas Shai seemed to think <span lang="HE" dir="RTL">שטו</span><span dir="LTR"></span><span dir="LTR"></span> should be accented m'lerah, he said that
was "<span lang="HE" dir="RTL">על דרך הזרות</span><span dir="LTR"></span><span dir="LTR"></span>" i.e. strange. In other words, I think he would
agree to the Gur Aryeh's rule in general, albeit with some exceptions. <u></u><u></u></span></p>
<p class="MsoNormal" style="background:white"><span style="color:black">[I know
current grammar systems consider those verbs as having three letter roots i.e. <span lang="HE" dir="RTL">שבו</span><span dir="LTR"></span><span dir="LTR"></span> wouldn't
be <span lang="HE" dir="RTL">שב</span><span dir="LTR"></span><span dir="LTR"></span>,
rather <span lang="HE" dir="RTL">שבה</span><span dir="LTR"></span><span dir="LTR"></span>.] <u></u><u></u></span></p>

across a few other verbs of this kind. One appears in Bamidbar 13:32,

and the other in this week's parsha Bamidbar 20:13 "<span lang="HE" dir="RTL">רבו</span><span dir="LTR"></span><span dir="LTR"></span>." I don't know if I can rely on
my tikkun for the right pronunciation, especially when there is a discrepancy
between different tikkuns. Do you know a good place to look that is
authoritative on these issues?<u></u><u></u></span></p>
