[Mesorah] Oleh v'Yored without esnachto

Simple question:Why would a passuk with taamei emes have an oleh v'yored without an esnach?Well-known illustration:Tehillim 145:21יד: {כא} תְּהִלַּ֥ת יְהוָ֗-ה יְֽדַבֶּ֫ר-פִּ֥י וִיבָרֵ֣ךְ כָּל-בָּ֭שָׂר שֵׁ֥ם קָדְשׁ֗וֹ לְעוֹלָ֥ם וָעֶֽד: (פ)To me: it's loosely like having a zarko segol without an esnachto.
