My understanding is that you get the 10th dibur by correctly putting a sof pasuk 

after "mibeis avadim". Yes I withdraw my earlier comment In the sof passuk method, this resolves the missing pieceR Wolf Heidenheim says AIUH to read the 1ST passuk with Taam Tachton before switching to Taam Elyon.  That completes 10 sofei passuk.But afaik even RWH never suggests that Taam Elyon solves this internallyRRW
