Yes, but not in the sense of buying, but specialized in the sense of "gaining possession," as in qinyan keseph and qinyan chalippin, and gold is qoneh silver.
In the sense of buying, the root l-q-h. is used, and so the derived nounds, laquhot, only means buyers, not takers.

Surely it's used ubiquitously, to refer to anyone taking ownership of
anything.
