If you reread what I wrote, I specifically referred to cases of parallismus membrorum. Cases like this belong to the same category. Look at the structure of the words:
mot yamutu; d'meihem bam

In 19:12 yoom'su is apparentl "samuch" to sh'neiheim
While
In 19:13 Yoomasa is NOT samuch to D'meihem...
Apparently the degree of hefsek for a given trope is dependent on (or reelative to) the context of the passuk or phrase involved.
