I would agree that a concordance may be what you are looking for.  If so, I would recommend Even Shoshan's concordance; it has fixed some errors in Mandelkern and lists words alphabetically, not just by the root.

But that is only Biblical Hebrew.  If you want to include other stages of Hebrew, again I recommend Even Shoshan (originally Rosenstein)'s regular dictionary of Hebrew.  It may be 3 volumes, but it contains a wealth of information about every word.

I think the Mandelkern Concordance would be what you want. It does offer some definitions, in Hebrew and/or Latin. And it has ALL the occurrences in Tanach.

My biggest frustration with it is that it is organized by shoresh, and many words are hard to find. But that's not really the book's problem as much as it's my own problem. Plus, my edition has a section in the back that is of great help for some hard-to-find words.
