Does it modify the Ba'al or the Shem?

I recently read a book with a chapter on the Besht and it explained that ambiguity inherent in the expression.

Also consider M'tzora 14:34
"B'veis" is in S'michus and is on a Tipcha. I wonder if the connection of "B'veis" to the next word Eretz is any less than the connection between Eretz [which has a Meircha] to Achuzaschem?
