Can you give examples of the major exception?  One of his proofs was Barechu es Hashem Hamevorach, but proofs from Tanach clearly are more reliable than those from siddur publishers.

The rule has several exceptions.  The major one is when the he is followed by a mem with a shewa.
But the general rule as he gave it is a good starting place for most people, who are blissfully ignorant of the intrecacies of Hebrew.
