[Mesorah] Chataf Patach

A magid shiur stated that whether one pronounces a chataf as a patach or sheva (such as this week's parasha, vayisrotzetzu/vayisrotzatzu or vehisborechu/vehisborachu) depends on a machlokes Ben Asher and Ben Naftali.

Can someone prove/refute this with sources?  Thank you.
