What you called a backwards P in the photograph of the Keter
is not a t'lisha. It is the old symbol for a zarka and also
for the tzinorit. As I posted, the words hoshi 'a and
hatzlicha have a tzinorit-meirkha. The merkha can be seen
in the Keter as a sloping line under the last syllable of
both words.
Look in the photographed Keter in Devarim at words that you
know have a zarqa. You will see in all of them what you
called a reversed P, actually more like a wiggle or squiggle
or, more correctly, a backwards rho.
Look in sifrei emet at any word with the tzinorit-merkha.
The word's stress is on the merkha. Take any word obviously
milra' and the merkha is on the last syllable.
You are right that Dr. Klarberg mixed up the words
penultimate and ultimate. To avoid that, and as I am not a
linguist, I call them last and next-to-last.
** BTW is anyone familiar with the expressions "Larry" and
"next-to-Larry" or is it only old-timers like me who know it
means last and next-to-last? **
