This is not a Ashkenazi vs. Sefaradi thing. Old Ashkenaz 
siddurim
also had hagefen.  The first appearance  of hagafen (that I
know about) is in the siddur of R' Shabbetai Sofer in the
early 1600's.  His accurate siddur has many corrections and
they were usually accepted by later Ashkenaz siddurim.

I suppose he decided that at the end of a sentence one 
should use a pausal form and had the guts to make the 
change.
