Zev is answering the drush question.  Michael's question was about the
source of the expression.  It is from Masechta Rosh Hashana, as previously
mentioned.  It was a code-phrase used by one of the Chachomim to communicate
that the kiddush hachodesh and Ibur Hashana had been done.  The drush level
relates to the fact that David is compared by Chazal to the moon.
