[Mesorah] YKVK in Ashuris

Hi, all,

I noticed that the sefer Tora in use in a shul around here has something
that struck me as very odd.  Everytime the name YKVK appears, the first
he is normal -- it looks like a dalet with an almost-yod beneath -- but
the second he looks like a resh with just a slightly-thick vertical line
beneath.  (Both he's have two tagin -- I mean, each of the two he's in
each name has two tagin -- one on the right and one on the left.)  Is this
usual?  Is it l'chat'chila?
