[Mesorah] nusach on rosh chodesh

All, amush,

At mincha of the first day of rosh chodesh, last week, the shaliach
tzibur, who has a good voice, styles himself a chazan, and is often asked
to daven for the amud on minor occasions that require someone with a good
voice, used a standard non-nusach nusach (tune) for sh'mone esre, like on
any other weekday, but used the musaf-for-3-r'galim-and-for-rosh-chodesh
nusach for yaale v'yavo only.  Is this a minhag, or just some made-up
nonsense of his?
